Gasoline prices rose with land costs but full differentials unexplained report

first_imgVANCOUVER — A report analyzing gasoline prices in British Columbia says rising land costs and credit card processing fees may account for nearly the entire differential in retail margins observed between Vancouver and comparable areas up to the end of last year.The report by Deetkten Group was posted online late Wednesday by the B.C. Utilities Commission, which is overseeing a public inquiry into sky-high gas prices in the province.The consultant’s report says Vancouver’s gasoline retail margins, which are the difference between the wholesale price for fuel and the retail price less tax, “highly” correlates with local land values. The Canadian Press Credit card processing fees are applied as a percentage of a total transaction, meaning the fees will be higher in jurisdictions like Vancouver where prices at the pump are already high.But even after those factors are taken into account, more than one cent per litre in the retail margins remains unexplained.The report says transportation and regulatory costs may account for higher wholesale gasoline prices in B.C. cities, but even estimating those costs at their highest potential does not explain the full wholesale price differences.last_img read more

Credit: Alexa Mavrogianis | Former Photo EditorWhen new Ohio State men’s basketball coach Chris Holtmann was asked by a fan at a Tuesday evening season ticket-holder event whether former guard JaQuan Lyle might return to the Buckeyes, he joked that he shouldn’t have said no questions would be off-limits.Even though the Buckeyes lack depth, especially at guard, a return of Lyle, who quit the team April 11, seems unlikely.“That’s not something that we have seriously considered at this point,” Holtmann said.On May 13, Lyle was arrested in his hometown of Evansville, Indiana, and charged with public intoxication, criminal mischief to a vehicle and disorderly conduct after an incident at Piston’s Bar & Grill. Later that day, an Ohio State spokesman confirmed that Lyle quit the team over a month prior.Former coach Thad Matta was fired June 5 and the Holtmann regime officially began June 9, so the new Buckeyes head coach has never coached Lyle. Because their time doesn’t overlap, he said he has involved the current team, who has played with and interacted with Lyle on a day-to-day basis, to have input on his situation.“We’ve also involved our entire team in some of those decisions that were made,” Holtmann said. “Obviously they were here and I wasn’t.”With the recent addition of graduate transfer Andrew Dakich, Ohio State will enter the 2017-18 season with five guards on scholarship – redshirt senior Kam Williams, junior C.J. As the Guyana Police Force continues with its probe into the discovery of the illegal Beechcraft King Air 350 aircraft and a makeshift airstrip that was found in the Upper Takutu region last month, one of the three men detained for questioning has admitted to constructing the airstrip.The abandoned Beechcraft on the 5,400-foot long illegal airstripHead of the Criminal Investigations Department (CID), Wendell Blanhum, confirmed to this publication that ranks from the CID Headquarters contacted the suspect in Lethem, Region Nine (Upper Takutu-Upper Essequibo) and during an interview, he admitted to his involvement in the construction and preparation of the said airstrip which facilitated the landing of the illegal aircraft discovered recently.“As a result of the information received, the Police are currently pursuing one of the businessmen, who was previously held but was subsequently released on bail, for further questioning,” the Crime Chief disclosed.It was also related to this publication that the two other persons are still in Police custody assisting with investigation as the probe continues.On Monday last, acting Police Commissioner, David Ramnarine, told reporters that documents found in the Beechcraft King Air 350 aircraft may have links to South American neighbours, Brazil and Colombia.However, the acting Top Cop was unable to say who the individuals were that brought the illegal aircraft into Guyana.“I know some collaboration is being done with the Civil Aviation Authority and another agency but I don’t have the benefit of those details at this point in time… I know a few persons were in custody, and I think one or two brought to CID headquarters and interviewed, questioned and so on but I will await the outcome of the report,” the acting Police Commissioner had stated.The interior of the abandoned aircraftJust over three weeks ago, Police ranks in F Division (Interior Locations) went to an area in North Rupununi, where they discovered a 5400-foot long, 45-foot wide airstrip. As they were leaving the site, an aircraft landed and upon seeing the Police approaching, the occupants escaped into the nearby bushes.In addition to the identification documents, several pieces of communication equipment, including cellular phones, flashlights, a quantity of dried ration and medical supplies were found aboard the aircraft.Additionally, a search of the area unearthed three abandoned camps, in which canned food and other items were found along with containers of suspected aviation fuel.An inter-agency probe has since been launched and it was unearthed that the aircraft, which initially had a Colombian registration number, was actually registered to Brazil’s third largest banks, Banco Bradesco.However, an official from the bank said that they do not own any planes but it is registered to them since the owner may have acquired a loan to purchase it. A mining company named Riwa SA Incorporated Investments and Participants operated the aircraft.A history of the aircraft shows that it was owned by 11 companies in the past 27 years.Nevertheless, Ramnarine said investigators are expected to wrap up the probe within the coming days.This discovery has raised concerns within Government and during a recent visit to the Guyana Defence Force Base Camp Kanuku, located at the border town of Lethem, Region Nine, Commander in Chief, Brigadier David Granger, told Army officers to be vigilant at the country’s borders. Sony Tablet S and Tablet P on sale soon for 499 and

first_imgAfter loads of leaked information and a series of Rube Goldberg inspired teaser videos, the time has finally come for Sony to announce its Android tablet duo: the Sony Tablet S and Tablet P.The 9.4-inch Tablet S will begin shipping in September, and it’s priced at an unsurprising $499 U.S., pretty much in line with other similar Android tablets. The dual-screen Tablet P is set for a November launch in Europe, where it will sell for €599 — North American pricing has yet to be announced. Sony does throw in a couple nice freebies with the tablets: two games (Crash Bandicoot and Pinball Heroes), a six-month subscription to its music service, and a handful of free movie and eBook downloads.The hinged, slate-in-a-can Tablet P sports dual 1024×480 5-inch displays, runs Android 3.2 Honeycomb, and can either stretch a single app across both displays or run different apps on each. At some point in the near future, AT&T will offer a version of the Tablet P on its cellular network, though it’s not known precisely when that will happen. Watch the worlds most intricate wine uncorking machine do its job

first_imgWhile it certainly would be much easier to open a bottle of wine with a traditional corkscrew, the experience wouldn’t nearly be as cool as the one depicted in the video above. Using metal parts that span a period of 400 years, mechanical artist Rob Higgs has created a masterpiece that is both functional and descriptive of the absurdity of society’s excessive nature. The title should have warned you, this machine is something that’s going to blow your mind.Originally constructed in 2008, the Corkscrew as it’s called, was inspired by the drawings of Rube Goldberg. Known for his crazy contraptions, his artwork served as the starting point for Higgs. First experimenting on small table top mechanical models, Higgs decided to go bigger to express his artistic vision and began assembling the parts he would need. As mentioned above, some of the metal pieces he collected date back to the age of Queen Elizabeth I, making it not only priceless in the sheer genius that it displays but also in the individual parts that make up the sum of the machine.Operated using a simple hand crank, the machine is able to lower itself gently onto a corked wine bottle, insert a corkscrew then slowly remove the stopper without spilling. While this in itself is very impressive, after the cork is removed the machine then can actually pour you a glass of the tasty liquid as well as any waiter or sommelier!Unfortunately the Corkscrew isn’t for sale, as you probably already guessed. There was hope once that an outside company would make 100 of the machines for a limited sale run, but there’s no word on what happened to those plans. Even if Higgs decided to sell his piece of mechanical art, the amount of time and energy he put into it would put the price range well out of reach of the everyday consumer. Engagement Soars as Newsweek Takes a New Approach to Video

first_img That’s where Verse, a new service that provides publishers with the ability to create interactive, video-driven multimedia experiences, came in. “By taking advantage of all of the hotspots within Verse, we were able to let the viewer themselves explore what we were feeling, dig into the evidence the same way a reporter would and come to your own conclusion.” At one point, as interviews with the incarcerated Arthur and those who knew Levin are shown, viewers are given the option to pause the video and view on-the-street interviews with Levin’s students from the day of his funeral. At another point, viewers can use Verse’s slideshow function to read an essay written by Levin about his experiences teaching at William H. Taft High School, which includes a mention of Arthur. “The big thing with that story was that you don’t ever really get a compelling confession,” Dulai continues. “You don’t ever get that moment where he says to you, ‘I did it,’ or ‘I didn’t do it.’ He kind of alludes to it; he beats around the bush a lot.” For its part, the Verse team — led by co-founders Antonio Bolfo and Michael Lanza — aims to position the platform as a low-cost, time-saving solution that can help publishers embrace rising demand for both video content and brand storytelling. Encoded in 24 different formats and counting, Verse is meant to be a turn-key solution compatible with current in-house technologies at publishers and agencies alike and offering a full analytics dashboard.  “The idea of just copying broadcast TV makes no sense on the web,” Dulai tells Folio:. “I had been living with this idea for awhile. When Verse popped up and said, ‘Well, we’ve built the thing that you’ve been waiting for,’ we just started looking for stories where we could take advantage of this platform.” Dulai and Miller felt that Verse was the appropriate platform to convey that ambiguity; the ability to let viewers pause the video and dig deeper into the mountains of material compiled — including an interview with Arthur from inside prison — lent the whole experience a degree of transparency unattainable in conventional documentary filmmaking, where so much is left on the cutting-room floor. The video produced by Dulai and Miller to accompany Nazaryan’s story, titled “Undertow,” is comprised of five chapters that make up a total run-time of about 35 minutes, inviting viewers to “sift through all the branching links and evidence as you form your own understanding of the events that transpired two decades ago.” And viewers did. center_img “We were very surprised by the feedback that we got,” Dulai continues. “The Verse folks were telling us that people were watching it for 20, 22, 25 minutes, which is insane. I’ve been doing video for newspapers and magazines for ten years, and we’re lucky if people are watching it after the first minute and a half. So right then, I was like, something special is happening here.” Shaminder Dulai is passionate about visual storytelling. Whether on behalf of the Associated Press, The Daily Beast, Newsweek (his current home), or a myriad of other outlets, he’s spent the better part of the last two decades bringing compelling, undertold tales from around the globe to a mainstream audience — allowing consumers not just to read about, but to experience the plight of LGBT youths in India, or the constant uncertainty faced by the world’s stateless population, with their own eyes. Given the strong response from viewers, Dulai expects to use Verse to produce more interactive video experiences in the future. Like any other storytelling tool, however, the subject matter has to be right. Fresh out of beta-testing as of July, the platform has already found clients in The Atlantic, The New Yorker, Outside, The Washington Post, The North Face, and even the National Park Service. Given Verse’s astronomical engagement rates — 63 percent, on average, according to the company — it’s no surprise that publishers and brands are taking notice. As audiences continue to migrate from TV and the printed page to digital media, where video is becoming more dominant than ever before, Dulai knew there had to be a better way to take advantage of the web’s potential as a storytelling medium. “There’s a moment in the film where we invite the viewer to ask [Arthur] if he did it,” says Dulai. “I think, for a lot of people watching, that’s the moment they were waiting for.” Dulai and Newsweek photo editor Jared Miller eventually settled on Alexander Nazaryan’s “Unmaking a Murderer,” a gripping second look at the 1997 murder of New York City teacher Jonathan Levin and the alleged perpetrator, Corey Arthur, who maintains his innocence after 20 years behind bars. last_img read more

Local govt in ruling party grasp

first_imgLocal governmentAlmost all the local government institutions are marred by systemic failure and irregularities. These institutions are influenced and controlled by ruling party MPs. They lack coordination with the administration and other organisations as they are run by separate laws and have limited powers to collect taxes.These institutions do not have the authority to oversee all tasks and have to depend on the central government for budget and imposing tax in various sectors.From the union parishad to the city corporation, there are about 67 thousand representatives of the local government.According to the constitution, the elected local government body will coordinate several services and government allocations. It will also impose taxes for the services. It will draw up a budget based on its revenue and government allocations. However, local governments have to rely on the ministry for many matters including fund allocations.Several planners and experts have said that the government has made all sorts of commitments to render the local government institutions strong and effective, but these commitments have remained restricted to rhetoric only.The actual challenge for the government is to strengthen the local government by fulfilling these commitments, said the experts, adding that this was the only way to meet the United Nations’ sustainable development targets (SDGs) by 2030.Former caretaker government advisor Hossain Zillur Rahman told Prothom Alo that the ruling parties do not want to empower the local government. “It has become a new normal for the local government institutions to follow the orders imposed from above. Also, people’s involvement with the institutions has decreased,” he added.Purbadhala upazila parishad elections were scheduled to be held on 10 March. The Election Commission (EC) ordered local MP Waresat Hussain to leave the area on charges of influencing the election campaign. The MP left the area, but returned a few days later. Finally, the EC suspended the election there.Then again, there was no election for almost 16 years after the Zila Parishad Act was passed. In 2011, the government appointed Awami League leaders as administrators in 61 district councils across the country. The remaining three were the Hill District Councils. The first district council election was finally held in December 2016.Local governments influenced by MPsAccording to the 2009 Upazila Parishad Act, the local member of parliament (MP) is the advisor of the council. The council is to send a development plan to the government with his recommendations. The ministry will consequently take a decision after scrutinising the recommendations.The MPs try to establish control over local government in many ways. There has been discontent between Natore’s Baraigram upazila chairman Siddiqur Rahman Patwari and local MP Abdul Kuddus. The chairman complained that the MP often interfered in the work of the upazila.Siddiqur Rahman said, “The local government should be free from the influence of the MPs.” “MPs have influence on various the planning and implementation of development projects. But these works are supposed to be done by the elected representatives of the local government,” he added.The influence of MPs on the upazila parishad election has come to the limelight recently. Since the announcement of the schedule for first phase of upazila elections, local MPs participated in electioneering, violating the electoral code. Also, there were allegations that many MPs were fielding independent candidates of their choice against party candidates.Lack of coordination and accountabilityThe local government lacks coordination with many government departments such as family planning, health, agriculture and education. The ministry makes plans by itself and implements them at a field level. Local representatives have no role in this planning.The discontent between MPs and local administration is often visible. There are instances where the upazila and union parishad chairmen have even demanded removal of a certain upazila Nirbahi Officer (UNO).There are different laws for union parishad, upazila parishad, zila parishad, municipality and city corporations. These laws conflict with one another in many cases. It had been decided to create a uniform law in the seventh Five Year Plan of the government but the process has not started as yet.There are provisions for ‘ward meetings’ twice a year under the Union Parishad Act. Voters will raise their views on various issues in this meeting. But the meetings are not regular. Also, the accountability of the public representatives is obligatory. Representatives say that the voters’ demands far outweigh the allocations. That is why they do not want to hold ward meetings.In the Chittagong Hill Tracts, the regional council is in charge of coordinating the administration, law and order, and development in the three hill districts. However, regional council chairman Gautam Kumar Chakma told Prothom Alo, the regional parishad has never been taken into consideration. The regional council has never been made effective due to political and bureaucratic reasons. No one wanted to see this council effective, he contended.Women representatives ignoredWomen are directly voted to the reserved seats of the local government. However, the function of the women representatives has not been clearly enunciated in the local government laws. They have no role in development planning or work. Of the 17 standing committees of the upazila parishads, 6 are headed by women vice chairmen. But as the standing committees are not active, these women vice chairmen have nothing to do.Najmun Nahar is the vice chairman of Bamna upazila in Barguna and the general secretary of the upazila Mahila Awami League. She told Prothom Alo that the women vice chairmen are not given due importance. The chairmen hold all power. All the women have to do is attend a meeting once a month. She said the women vice chairmen should be given specific responsibilities and authority.Income and abilities must be increasedDuring the 2018-19 fiscal, around 290 billion taka was allocated to run and develop the local government division. This amounted to 7 per cent of the national budget. Of this, of course, over 250 billion taka is the development budget. Local taxes are the only source of revenue for the local government. But under the the union parishad and upazila parishad laws, the councils are unable to collect adequate taxes. The local governments are thus in a dilemma.Chairman of the Aranagar union parishad in Dhamirhat upazila of Naogaon, Shahajahan Ali, told Prothom Alo that the union has very little revenue and the allocations are inadequate. The local administration carries out development work through contractors and do not bother to even consult the union parishad. He said that the workforce and allocations both have to be increased and the council must be consulted about development work.The law gives the local government responsibility for all sorts of work, such as maintaining law and order in the area, protecting the canals, rivers and water bodies, preventing violence against women or implementing the government’s development programmes. But in actuality, their functions are limited to some infrastructure construction, revenue collection, issuing certificates and some arbitration.The government is not taking any measures to build up the financial and administrative abilities of the local government so that they may carry out these functions. And the government also hardly monitors the functioning of the local government institutions.Unkept promisesPrime minister Sheikh Hasina visited the local government ministry after forming the government in 2014. She said that power should be decentralised and the local government strengthened. The local government tiers would be restructured and gradually given responsibility for health, education, law and order infrastructure development, social security and other development plans.Awami League’s manifesto for the 11th parliamentary polls also gave importance to the local government. It was said that communications, drinking water, waste management, health, education, sanitation, power and energy supply would be given to the local government to handle. But that would mean a much larger role for the local government to play.Secretary of SHUJAN (Citizens for Good Governance), Badiul Alam Majumdar, said that the constitution has already placed the responsibility on the shoulders of the local elected representatives to resolve all local problems. Real Good You Guys ThinkGeeks Bags of Holding Fast Travel and Messenger

first_imgStay on target I’ve been using both bags on my commute, depending how much stuff I need to haul between my apartment and the lab. They’ve been ideal for carrying all of my different pieces of gear, and are pretty comfortable to wear. I’ve had the Fast-Travel bag for a few months and the Messenger bag for a few weeks, and they’re both holding up very well (and the original Bag of Holding and Convention Edition Bag of Holding both lasted years before I finally wrecked a zipper or a shoulder strap clasp).The price is right for these bags, too. They’re $49.99 each, but they’ve been on sale on ThinkGeek for weeks. The Fast-Travel bag is just $14.99, which is an absolute steal, and the Messenger bag is $26.99, which is also very, very inexpensive for the quality of bag you get. They aren’t particularly stylish (unless you like D20 accents) or designed to be the most ergonomic bags, but for the price they’re sturdy, capable bags that have become vital ways for me to carry around my electronics.They’re real good, you guys. It’s a big, rectangular black bag that switches between a messenger bag and a backpack. Backpack straps pull out of a compartment and clip onto D-rings on the bottom of the bag when you want to wear it on your back, and a shoulder strap clips onto separate D-rings on the side when you want to wear it like a messenger bag.This is a fairly blocky bag, measuring 17 by 14 by 6 inches. It’s made of black polyester, with a fairly rugged, canvas-like fabric covering it. The front panel is slightly fuzzy, so you can put hook-and-loop patches on it (and if you go to the ThinkGeek booth at different conventions, you might be able to get a free patch by showing your bag). The only hint of faux leather can be found on a pad that slides over the nylon shoulder strap; the backpack straps are also nylon, and are lightly padded polyester. The bag has three main compartments. There’s a small zip-up pocket on the front that’s ideal for holding my Nintendo Switch, smartphone, and a battery. There’s a larger zippered compartment on the back with a padded pocket that can easily hold notebooks and tablets up to 17 inches (and has another zippered pocket inside the compartment). Finally, the biggest, luggage-like compartment on the front offers the most space and pockets. It has three rugged nylon pockets, three slots for IDs and credit cards, a zippered pocket, and enough space (16 by 12.5 by 3.5 inches) to hold a change or two of clothes, making the Convertible Fast-Travel Bag of Holding an ideal overnight bag.I’ve had lighter messenger bags and more comfortable backpacks, but the ability to switch between the two forms in one bag is really useful on the subway. It’s a sturdy bag that doesn’t dig into my shoulders in either mode, and loads of space is really handy when I need to bring equipment home from the lab.center_img I’m a tech gearhead. It isn’t enough that I carry around my smartphone. I usually don’t go anywhere without my Switch, Chromebook, a battery pack, wires, and a good pair of headphones, too. Then I picked up a Convention Edition Bag of Holding, which is smaller and lighter. After using it to death, I got two more versions: the Convertible Fast Travel Bag of Holding and Messenger Bag of Holding. However, I’ve picked up the other Bag of Holding versions for myself during different sales on ThinkGeek, so I’ve been willing to put my own money down to get and use these bags.AdChoices广告 The Messenger Bag of Holding is much more simple in concept, but more overbuilt in design than the Convertible Fast-Travel Bag of Holding. It’s simply a messenger bag, with a big flap that covers the main compartments and stays shut with two plastic buckles. It feels more padded and heavily stitched than the Fast-Travel Bag of Holding, but that also means it’s comparatively bulky while offering less space (16 by 11 by 2 inches in the main compartment).It’s nicely padded, with a ton of pockets. The front flap has a zip-up pocket, and there’s a fairly large (for a Switch and battery) zippered compartment on the front of the bag, under the flap (with another, smaller zippered pocket in front). The main compartment has a padded sleeve for a notebook or tablet, with another zippered pocket on the opposite side. The nylon shoulder strap is also much wider than the Convertible Fast-Travel Bag of Holding’s straps, and even has its own hook-and-loop-closed phone pocket along with a faux leather pad. How boring is it to see every website shower the same stale AAA games with praise at the end of each holiday season? So at we’re doing what we can to put a stop to this in Game of the Year, a new column celebrating worthy alternative picks for the year’s greatest game regardless of genre, platform, year of release, or even quality. Here, any game can be Game of the Year!The ability to play media other than games has been a powerful secret weapon in past video game consoles. Today’s consoles are just computers, but at the time playing CDs, DVDs, and Blu-ray discs on your various PlayStations was truly revolutionary. Just don’t talk about UMDs. Of all the gaming hardware makers, Nintendo probably focuses the most on pure gaming in its machines. However, non-gaming content has found its way onto Nintendo platforms, non-gaming content like this week’s Game of the Year, Game Boy Advance Video.In 2004, Majesco and Nintendo had the brilliant realization that kids with Game Boy Advances would gobble up cartridges featuring popular TV shows available to watch. Kids had to do something in-between Pokemon sessions and who could afford a fragile portable DVD player? So a torrent of these cheap, light-gray carts hit the market offering an about hour’s worth of video to view on the go on your Game Boy Advance and, later, your Nintendo DS.The idea of portable video was certainly promising, but in order to make kids like me actually buy way too many of these things, Majesco had to sell shows we actually cared about. And they did. Just look at this line up. There were Nickelodeon packs with multiple episodes of shows like SpongeBob SquarePants and The Fairly OddParents. Cartoon Network packs included Codename: Kids Next Door, Dexter’s Laboratory, and Ed, Edd ‘n Eddy. The Disney Channel got a compilation with Kim Possible and Lilo and Stitch. And if you were the type of kid who owned a Game Boy Advance, of course you’d buy anime packs with shows like Dragon Ball, Yu-Gi-Oh, Sonic X, and Pokemon.However, the execution of GBA Video wasn’t quite as perfect as the idea. Because of the limited available space in GBA carts, as well as the low-res GBA screen, the actual video quality of GBA Video left a lot to be desired. Images were compressed into oblivion with lots of bleeding and artifacting and mono sound. The fact that the video was in color made it superior to some other cheap and kid-friendly portable video players at the time, but it still looked worse than even VHS. I was at least fortunate to have a backlit Game Boy Advance SP. Imagine how even more unwatchable these must’ve been on a regular GBA.You couldn’t watch GBA Video on a TV through the Game Boy Player GameCube accessory because of piracy fear. But unless you’re really into the grainy-beyond-comprehension aesthetic (which is fair), who’s trying to steal a 240 x 160 copy of Shrek?Kids aren’t videophiles, though, so they bought tons of ugly GBA Video carts anyway. They bought so many that GBA Video singlehandedly propped up failing publisher Majesco for a few more years after the collapse of stillborn franchise Advent Rising. Of course, it couldn’t last. Video iPods and iPhones were only a few years away, and soon kids wouldn’t have to settle for subpar mobile media consumption. Meanwhile, aside from some 3D trailers and a Netflix app, video wasn’t a huge push on Nintendo’s next handheld the 3DS. Again, games were always the star.Still, the GBA Video boom was an intriguing moment in the history of games intersecting with the rest of media and technology.
